檢查通過：station-dev.csv 的欄位、座標範圍、日期、net 與 id 規則都沒問題，station.csv 與產生器輸出完全一致（loc_code 依 code 分組重排正確）。CI 的 station-csv-check／station-json-check／sync 也都過了。古坑(646)、西屯(407) 由 work 0→1，臺南東區(701) 1→0，與 commit 說明相符。
